Burton H. Armstrong

Burt Armstrong is a founding partner with 44 years experience principally in the oil and gas industry in California and Texas.   Graduating from Bakersfield High School in 1958, he studied Political Science at Cal Berkeley until 1962, when he switched to an accounting major, graduating from California State University, Northridge in 1967.  Burt began his public accounting career with KPMG in San Diego, learning audit and tax.  Passing the CPA exam in 1969, he returned to his home town of Bakersfield in 1970 to continue his public accounting career with a small national firm of Fox & Co.  He became an audit partner in 1976, in charge of quality control and Human Resource until 1984.

In 1974, Burt engaged his first oil and gas audit client, Bud Reid, recently retired Executive Vice President of Occidental Petroleum. Based on that relationship, Bud introduced Burt to Lee McFarland, who was also starting his own oil company in Los Angeles. After successfully completing audits and tax work for these clients in 1975, and supervising a reverse merger for McFarland Energy, Inc. (McF), in which McF became publically owned, Mr. McFarland invited Burt to join a new oil and gas lobbying trade group, California Independent Petroleum Association (CIPA). He has served on the CIPA Board several times, and has joined CIPA lobbying teams in Washington, DC, and Sacramento 15 times.

Burt left the national firm and joined a strong local accounting firm Peter Brown, CPA, in 1984 to create Brown, Waits and Armstrong.  He continued his education at the Los Angeles campus of Golden Gate University, earning a Masters in Taxation in 1989.   Waits left the firm in 1987, and Pete and Burt set about to create the largest audit and accounting practice unit in Bakersfield, growing from 20 employees in 1985 to over 80 employees today.  While Pete ran the tax planning and compliance service, Burt structured the audit quality control system to grow the audit division.  He remained in charge of quality control until 2010, when he transferred this responsibility to partner Eric Xin, CPA, MBA.  The audit practice includes many governmental and commercial clients such as cities, counties, special districts, refineries, oil companies, and farms.

Burt’s interests include Masters Swimming, golf and youth Basketball.  As an accountant, he has gravitated to Treasurer (and occasionally President or VP) of Gold Wave Masters, Wildcats (RM Pyle’s Boys Camp supporter), and Gladiators Basketball club, all booster organizations for the above activities.  In 2007, he joined the Board of Directors of Pyles Camp.  As the father of 2 boys and 2 girls, and with the full support of wife Debi, he has served as volunteer coach for Soccer and Basketball.

Burt receives the most professional satisfaction in creating solutions for client issues, and is most proud of assisting extractive industry clients obtain public status through reverse mergers.  Through 44 years, that includes McFarland Energy, 1976, Tri-Valley Corporation, 1981, Whittier Energy, 2004, Ireland, Inc. (gold), 2008, and Searchlight Minerals Corp. (gold), 2010.
